Chairperson Dale called the meeting to order at 5:15 p.m.

C. CURRENT BUSINESS


1. PUBLIC HEARING; USE PERMIT NO. 361; TO ADD A MULTIPURPOSE CENTER IN TWO PHASES TO THE EXISTING CHURCH IN R-1/R-4 ZONING DISTRICTS AT 625 LUTHER RD.; APN 33-230-38; BETHEL ASSEMBLY OF GOD CHURCH (OWNER/APPLICANT)

Scot Timboe, Planner, reviewed the staff report and gave staff’s recommendation that the Planning Commission:

1. Conduct the Public Hearing.

2. Consider all public testimony and all other information relating to this project submitted to the Commission.

3. Adopt Resolution No. 05-011 approving Use Permit No. 361 with the findings and conditions of approval shown in Resolution No. 05-011.

4. Approve a parking space reduction of 31 spaces with Phase 1 of the Multipurpose Center and a total reduction of 91 spaces with Phase 2 of the Multipurpose Center.

5. Approve the R-1 portion of the property at 625 Luther Rd. to be used under the regulations of the contiguous R-4 Zoning District allowing Senior Housing (Group Dwelling Complex).

Mr. Timboe stated that they were requesting a parking reduction from approximately 360 to 225 and Planning Commission action to use the R-1 zoned section as R-4 for 20 units of Senior Housing which would front on Givens Road. If any parking problems do arise the applicant will have to work with staff to address.

Charlie Mullen, Planning Director, added that there would not be a separate activity for the building but would be a similar use.

Chairperson Dale opened the Public Hearing at 5:31 p.m.

Pastor Ron Fortenberry thanked the Planning Commission for hearing their request and also thanked staff for working with them on this project.

Chairperson Dale closed the Public Hearing at 5:33 p.m.

Commissioner Irving questioned staff as to whether or not this would change the characteristic of Givens Road with the Senior Housing.

Mr. Timboe stated that this project has convalescent homes to the east and west, as well as the PG&E work station to the east.

Chairperson Dale questioned if the residents surrounding the area had been notified.

Mr. Timboe stated that the required 300 foot mailing had been sent out to those residents within that radius.

M/S/C Winter, Herring to:

D. STAFF ITEMS/REPORTS:

Charlie Mullen, Planning Director, reminded the Commission that the meeting of July 12, 2005 would be held at the Red Bluff Community/Senior Center beginning at 6:00 p.m. for the presentation of the Draft Environmental Impact Report for the Wal-Mart Supercenter by the Consultant and to receive public comments on the Draft Environmental Impact Report from the public. Comments would not be taken on the project, just the Draft Environmental Impact Report.


There being no further business Chairperson Dale adjourned the meeting at 5:45 p.m. to July 12, 2005 at 6:00 p.m.
